The Philadelphia Parking Authority (PPA) recently denied a severely handicapped girl a handicapped parking space in front of her home, and she and her family have filed suit against the agency as a result. The PPA denied the request because the girl “didn’t have the consent of one of her next-door neighbors,” but the lawsuit claims no such consent is necessary on a public street.
