A Dallas man has filed a lawsuit against the city police department after being beaten during a traffic stop, an incident the man claims was racially motivated. The plaintiff claims in his suit that his civil rights were violated during the stop in January where he was kicked by officers, handcuffed and sprayed with pepper spray.
